He dislikes agreeable people because he isn't sure what their thoughts might be. He dislikes fanatics because they think their faith is better than his. He dislikes so many people that there is no group left that he likes.
However, he sees no reason why he and they can't use each other to achieve their goals.
And as much as he feels this way towards people, he is still a human being. He thinks rationally but also is sympathetic to the suffering of others - even those he hates. While he doesn't hate Hannibal if the man was in a difficult position, he'd feel bad he was in it regardless of whether it was his fault or not.
